The only way to use a gray card or a white card would be to place one at the subject for every photograph if the subject depth and/or your distance from the subject is changing. When snorkeling and not using flash you lose red light twice - once as sunlight goes from the surface to the subject and again as the reflected light goes from the subject to your camera. Underwater flash should also be about as far from the lens as possible to reduce the reflection of light from particles in the water, which can make it look like you took the image in a thick fog. This preferential red light absorption is why most underwater photographers use flash and stay close to the subject, usually less than 5 feet, if they want to see the real colors. The deeper the subject, the less red light from the sun. The blue-green cast is due to the water absorbing red light preferentially. I corrected it in Lab, made a red luminocity map in RGB, set it at 10% opacity and painted in some more reds.

If you prefer working in RGB mode, you could copy the picture two times on new layers (2x ctrl-J), and fill the middle one with 50% gray. There are two ways you could go about with this. A graycard wouldn't help you in that case. Whatever correction you will do, the reds are not coming back by themselves. The last one is trickier, probably taken deeper so there is no more red light coming trough to the bottom.
